Although some hospitals are better equipped than others to deal with trauma, this particular patient has no other medical problems other than the burns. This situation should be managable by most emergency rooms. If on evaluation it is found that the patient should be treated at a burn center, fluid resusitation, pain management and decontamination can be performed prior to transport to that facility.
